Lodi Improvement Committee - August 11, 2026

Lodi Improvement Committee Agenda Summary - August 11, 2026

Summary

The Lodi Improvement Committee meets Tuesday, August 11, 2026 at 6:00 p.m. at the Carnegie Forum, with Zoom and YouTube access. The posted agenda is procedurally light - no minutes to approve and no action items carrying a fiscal vote - but the packet includes a three-page Community Development Block Grant staff report and the full 2026 goals matrix. Staff contact is Kari Chadwick, CDD Program Specialist, (209) 333-6711; the agenda was signed by Interim Community Development Director Cynthia Marsh.

Three Questions That Carry the Most Weight

  1. What is the correct 2026-27 HUD allocation - $665,263 or $665,236? The August 11 staff report states $665,263 in its Fiscal Impact section. The May 12, 2026 staff memo reported $665,236, citing the HUD letter dated April 8, 2026. The $27 delta is consistent with a digit transposition, and one of the two documents is wrong in the public record.
  2. What program year funds the $215,000 Parks and Recreation line in the closeout list? The 2025-26 closeout list repeats the approved awards and adds "Parks and Recreation - $215,000 (from prior year)" without identifying the originating year or funding source. With that line included, the listed items total $848,000 against a $655,037 award.
  3. Who is assigned to the first City Council presentation, now past its own deadline? The 2026 goals matrix sets the first presentation for the "August - 2nd meeting" with the assignee marked TBD, while the agenda lists the Council Update Presentation as a September topic. The target has now moved three times and still has no named presenter.

A fourth question is worth raising under public comment: can the CDBG memo be noticed as its own agenda item? Three pages of budget detail are currently before the Committee with no corresponding item the public was told to expect.

CDBG Staff Report

The staff report covers three overlapping program years. HUD's 2026-27 allocation for Lodi is stated as $665,263, and the 2026-27 Annual Action Plan was adopted by the City Council on June 3, 2026 following a public review period running May 2 through June 3, 2026. Public Services applications are on a rolling two-year cycle, so no new round is offered this year.

Most of the detail concerns the 2025-26 program year, awarded at $655,037 and closing June 30, 2026. The category totals reconcile exactly to the stated $633,000, leaving $22,037 to carry forward into 2026-27 capital projects.

The Graffiti Abatement Program was shifted to Administration funding after staff determined it could no longer be funded under Capital.
