Overview
Lodi is in the midst of a major construction wave, with six significant developments either planned, under construction, or recently completed across the city. Together, these projects represent more than 500 new housing units, a 92-room boutique hotel, 18,000 square feet of new retail space, a 30,000-square-foot corporate office expansion, and a state-of-the-art $13 million animal shelter. From affordable senior living to mixed-use resort communities, these investments are reshaping Lodi’s landscape and addressing the region’s growing demand for housing and services.

An earlier version of this article incorrectly stated that Lodi Commons Senior Living had just opened at 115 Louie Avenue. That community is an existing, long-established facility and is not a new development. The new senior housing project referenced in this article is planned for Century Boulevard, west of Stockton Street, and has not yet broken ground. City PIO Nancy Sarieh has also indicated the project may be required to change its name to avoid confusion with the existing Louie Avenue community. We regret the error.

The four residential developments alone will add more than 500 housing units to Lodi’s inventory, with the majority being market-rate apartments targeted at working professionals and seniors.
Project Details
🏗️ 12 West Apartments — 2925 Gala Drive
Under DevelopmentOne of Lodi’s most ambitious residential developments, 12 West Apartments will bring 210 market-rate apartment units to the Kettleman Lane corridor. Designed by NJA Architecture (City File No. PL 2024-005), the project was reviewed by the City of Lodi’s Site Plan and Architectural Review Committee (SPARC) in May 2024.
Envisioned as a “residential resort community” targeting young adult professionals, the complex features units clustered around a landscaped garden courtyard. Amenities include an outdoor pool, rooftop bar, private gym, indoor event area, outdoor barbecue zones, and game areas. The development is positioned as a gateway from the agricultural farmlands of the San Joaquin Delta to Lodi’s urban center.
Construction stormwater permits have been filed with the State Water Resources Control Board, confirming the project is actively moving through the development pipeline.
🏭 Pacific Coast Producers Expansion — Guild Avenue
PlannedPacific Coast Producers, the agricultural cooperative owned by more than 150 family farms in Central and Northern California, is expanding its corporate office facilities on Guild Avenue by approximately 30,000 square feet. The cooperative’s current corporate headquarters are located at 631 N. Cluff Avenue, while its massive 1.5-million-square-foot Distribution Center operates at 650 S. Guild Avenue.
PCP is the largest apricot canner in the United States and a major private-label supplier of canned fruits and tomatoes. The Lodi-based co-op handles roughly 3,000 label changeovers per week and sees approximately 100 trucks per day through its distribution center. The expansion reflects PCP’s continued growth and its deepening investment in Lodi as its operational headquarters.
🏠 Lodi Commons Senior Living* — Century Boulevard (west of Stockton Street)
Planned — Not Yet Broken GroundA new senior living complex is planned for Century Boulevard, west of Stockton Street, and has yet to break ground. The development is expected to include 110 affordable housing units for seniors and veterans, offering independent senior living with dining, fitness, and community amenities.
* Name may change: City of Lodi Public Information Officer Nancy Sarieh has indicated the project may be required to change its name to avoid confusion with the long-established Lodi Commons community at 115 Louie Avenue, which is a separate, existing facility and is not a new development.
🏘️ Sunset Homes — 110 W. Lodi Avenue
SPARC Approved Jan 2026The Lodi Site Plan and Architectural Review Committee (SPARC) approved a proposal in January 2026 for Sunset Homes, a 44-unit senior townhome development on a 2.93-acre site at the southwest corner of Lodi Avenue and Fairmont Avenue. The project will occupy five parcels, including the site of the historic Sunset Theater, which opened in 1950 and ceased operations in 1997.
Designed and constructed by NJA Architecture, the market-rate condominiums are restricted to residents aged 55 and older. The project will be built in two phases: Phase 1 includes 21 units and a clubhouse, while Phase 2 adds 23 additional units. Each residence includes a private one-car garage, and shared amenities will include a clubhouse, central courtyard, and outdoor spaces managed by an HOA.
City staff noted that the project aligns with Lodi’s Regional Housing Needs Allocation (RHNA) targets for senior housing. Community members and the Lodi Guild have expressed hope that architectural elements of the historic theater could be preserved or referenced in the new design. Previous proposals for the site included low-income housing and a gas station, both of which were rejected.
🏚️ Lodi Lakehouse — Turner Road at Lower Sacramento Road
Under Environmental ReviewThe Lodi Lakehouse is a large-scale mixed-use development planned for approximately 9.75 acres of undeveloped land immediately north of Turner Road and east of Lower Sacramento Road—directly across from the former General Mills site in northwest Lodi.
The development includes:
- 150 market-rate apartments — one- to three-bedroom units ranging from 800 to 1,700 sq ft, with 280 parking spaces (130 beneath buildings)
- 92-room boutique resort hotel — a four-story structure with an 80-seat ground-floor restaurant
- 18,000 sq ft of retail and commercial space
- Community amenities — a 3,000 sq ft building with administrative offices, lounge, gym, and outdoor pool
The project has undergone extensive environmental review under CEQA, with a Draft Environmental Impact Report (SCH #2019029095) identifying significant environmental effects in biological resources, cultural resources, geology and soils, and hazards. The City of Lodi is the Lead Agency.
🐾 New Lodi Animal Shelter — 1041 Auto Center Drive
Nearing CompletionThe City of Lodi’s new Animal Services facility on a two-acre site at 1041 Auto Center Drive east of Beckman Road is nearing completion and could open as early as May 2026. The $13 million project, initially approved in 2023, was designed in partnership with veterinarians from the UC Davis Koret Shelter Medicine Program and architects from LDA Partners.
The new shelter will feature 37 kennels for dogs, space for 30 cats, three exercise rooms, larger visiting areas for potential adopters, improved heating and air conditioning, and isolated rooms for puppies, cats, and animals requiring extra adjustment time. The facility replaces the current shelter at 1345 West Kettleman Lane, which has served the community since 1958 and has not been significantly updated in nearly 40 years.
