278 Citations in a Day: Lodi's Traffic Enforcement Program and the Grant Behind It

On Tuesday, October 27, officers from seven law enforcement agencies spent the morning writing tickets in Lodi. The operation, part of the Lodi Police Department's state-funded Selective Traffic Enforcement Program, put 33 officers on city streets and produced 278 citations. In Lodi411's calls-for-service record it shows up as 86 traffic stops in a single day against an October average of about 11, most of them between 7 and 10 a.m. on Cherokee Lane, Century Boulevard, Church Street and Kettleman Lane. On November 4 the City Council is expected to accept a $110,000 grant from the California Office of Traffic Safety to continue the program for another year. Nearly all of it, $103,567, pays officer overtime for weekend and holiday DUI patrols, five DUI checkpoints, and more enforcement days like October 27. The state's own rankings explain the interest: Lodi's pedestrian injury count puts it 13th worst among 103 similar-sized California cities, and reported collisions in the city rose from 1,339 in 2023 to 1,413 in 2024.

AI in Policing: What's Already Here, What's Coming Next

Artificial intelligence already reads license plates, drafts police reports, extracts and analyzes seized phones, mines social media, and flags people as future suspects in California departments, including in San Joaquin County. This report organizes the technology into four categories: surveillance and identification, predictive and risk analysis, records and evidence processing, and the real-time crime centers now fusing all three into a single dashboard.

  • Surveillance tools like license-plate readers and social-media mining platforms are the most mature and the most widely deployed today.

  • Predictive and risk-scoring tools are moving from pilots into active use, despite a documented history of flawed data driving them.

  • AI report-writing tools now draft first-version reports from body-camera audio in minutes, with officers reviewing before signing.

  • Real-time crime centers are quietly combining all of the above into single dashboards, a convergence point civil liberties groups now consider the biggest emerging risk.

  • Lodi Police already operate license-plate cameras, a multi-drone program dating to 2018, and a Flock Safety gunshot-detection system; a dedicated section covers what is in use locally and where the department has signaled it is headed.

Rolling Thunder: E-Bikes, Scooters & Boards Raise Safety Alarms Across Lodi

As electric micromobility booms, injuries soar nationwide, Lodi PD moves to get ahead of a crisis already hitting California communities hard.

On April 4, 2026, the Lodi Police Department announced it is reviewing the city's municipal code regarding motorized bicycles and e-bikes to address safety concerns that have been building across the community for months. Captain Kevin Kent acknowledged that groups of bicyclists riding in roadways and a growing number of electric bikes and motorized bicycles operating throughout Lodi have created genuine safety hazards for riders and motorists alike.

The department has already launched a multi-pronged response: updated officer training on bicycle laws, a partnership with AAA to distribute safety brochures to riders and schools, and visits by the motor unit to every Lodi Unified School District campus. School resource officers are now monitoring bicycle-related violations during arrival and dismissal, with a stated emphasis on education over citations.
