Meeting Overview

The Lodi Improvement Committee convenes to support the City's implementation of its five-year Consolidated Plan, coordinate community efforts to improve Lodi's quality of life and appearance, and create action items to implement annual goals and activities.   • Special Presentation: Santa Claus shared information about Special Olympics support and special needs children programming; generated committee interest in planning future events for special needs children

4. Community Development Block Grant (CDBG) Updates

Comprehensive review of CDBG funding allocations, program implementation, and fiscal updates for the current and closing program years.

2025-26 CDBG Program Year Overview

The City of Lodi received a CDBG award of $655,037 for the 2025-26 program year. This represents the second of five annual action plans for the 2024-28 CDBG period. The allocation follows the city's guideline of distributing 40 percent of the annual award (net of administrative costs) to community-based organizations (CBOs), with the remainder allocated to city projects. HUD imposes a 15 percent cap on funds spent for public services.

Application Results

The city received four applications for capital projects requesting over $419,000 and is recommending partial funding of one application. Notably, the City of Lodi Graffiti Abatement Program will receive $15,000 from Administration funding, as it was determined the program could no longer be funded under Capital Projects. Three Lodi Improvement Committee members served on an ad hoc committee that met on April 24, 2025, to score Public Service funding applications.

  • Lodi Adopt-A-Child for Play Lodi
  • Programs and ideas for preteen and teenage children
  • Parks and Recreation needs, particularly assistance for children participating in sports and ensuring adequate coaching availability
  • Special needs children programming (following December Santa Claus presentation)

6. Committee Comments and Staff Announcements

Time allocated for committee members and staff to share announcements or comments on non-agenda items, with a 5-minute limit per speaker.

7. Adjournment to Special Meeting

Following the regular meeting, the Lodi Improvement Committee will adjourn to a Special Meeting in the Large Conference Room to discuss and reevaluate annual activities and task assignments for the calendar year 2026.

Committee Purpose and Responsibilities

The Lodi Improvement Committee serves three primary functions:

  1. CDBG Oversight: Supports staff in implementing the City's five-year Consolidated Plan, including conducting outreach, providing feedback on program processes, and making recommendations to the City Council on funding and project priorities
  2. Quality of Life Enhancement: Maintains and improves the quality of life and appearance of Lodi through coordinated efforts involving a broad spectrum of the community
  3. Strategic Planning: Creates and implements annual goals and activities to advance the committee's mission
